I have to say that this does not look like a good idea. Too much can go wrong; too many "authorities" ready to ban kiting this and kiting that.
Jumps can be made over soft obstacles or simply for height and distance, avoiding the risk of extremely public death and injury. I know that the risk is part of any extreme sport, but some things are so closely linked to the non-extreme versions of the sport that accidents affect many more people than the participants -- many people who have not volunteered to have their sport banned or regulated.
Is anyone ready to pass a test($), get a license($), sign a promise to kite-surf only in approved waters, and generally accept any regulations written by non-kiters? Be required to show a license to buy a traction kite? Any large kite? Any kite?
It's interesting, but not an incident calling for joy or congratulations.
